The Merchant Navy Welfare Board (India) is a registered welfare organisation dedicated to promoting the welfare, rights, safety, and well-being of merchant seafarers and their families across India.

MNWB serves as a national coordinating platform bringing together seafarers' welfare organisations, Port Welfare Committees, maritime trade unions, welfare centres, and industry partners — advancing the principles of the ILO Maritime Labour Convention, 2006.

The Merchant Navy Welfare Board (India) is privileged and honored to have the guidance and support of Shri Ramdas Athawale, Hon'ble Union Minister for Social Justice and Empowerment, Government of India, as the Advisory Board Chairman.

His encouragement and commitment towards the welfare of seafarers have significantly contributed to the promotion of welfare initiatives and the establishment of seafarers' welfare facilities across Indian ports.

Dr. N. Reuben Paul

Dr. N. Reuben Paul is an internationally respected maritime welfare leader, humanitarian strategist, philanthropist, and global advocate for seafarers' rights. Born in Visakhapatnam, he has dedicated over two decades to improving the welfare, dignity, and working conditions of seafarers worldwide.

With academic backgrounds in Mechanical Engineering, Computer Science, Journalism, and Shipping & Logistics Management, he combined technical expertise with humanitarian leadership. He also received advanced maritime and welfare training across several countries, including the USA, UK, Germany, Singapore, Switzerland, and the UAE.

In 2001, Dr. Paul became the first representative from India and South Asiato serve on the International Committee on Seafarers' Welfare, which later evolved into ISWAN. In 1999, he was appointed National Representative in India for Sailors' Society (UK), leading several welfare initiatives for seafarers and their families.

Known for his humanitarian values, philanthropy, and leadership, Dr. Paul continues to inspire the global maritime community through his lifelong commitment to service, dignity, and social welfare.
